ULEZ Checker Wrong After Buying a Car: What Can You Do?

If TfL’s checker disagrees with the car’s paperwork, build an evidence trail before assuming the result is wrong. Learn which records to check and how to request a correction.
If you believe TfL has recorded the wrong ULEZ status, check the vehicle details and submit evidence through TfL's vehicle-registration process. A recent purchase does not itself make a non-compliant car compliant, and a seller's advert is not a substitute for the vehicle's emissions evidence.
Keep any charge-payment or penalty deadlines separate from your correction request. An enquiry is not the same as confirmation that the record has changed or that an existing notice has been cancelled.
Locate the mismatch
Enter the exact registration on TfL's own checker and confirm the vehicle it identifies. Save a dated screenshot of the result. A wrong character, recent private-plate transfer or mismatch in vehicle details can point you towards the source of the problem.
Read which scheme is being shown. ULEZ, the Congestion Charge, the Low Emission Zone and the Blackwall and Silvertown tunnel charge have different rules. A car can meet the ULEZ emissions standard and still owe a different London charge.
The advert and vehicle record disagree
An advert may use an assumed standard based on registration year or model. That is not enough to resolve a dispute about a specific vehicle. Engine versions, imports and paperwork can differ, even where the cars look identical.
Alternatively, the records may not yet reflect a registration change, or the available emissions data may be incomplete. TfL has a process for submitting evidence where its result says a charge is due and you believe otherwise.
Separate the possibilities before spending money. Ask the seller what supported the advertised claim. A screenshot for a different registration or a generic model specification does not establish the status of your car.
Prepare a correction request
TfL's published process asks for a copy of the V5C or non-UK equivalent. To demonstrate ULEZ compliance, it also specifies a letter from the manufacturer's homologation department showing the Euro standard or a manufacturer Certificate of Conformity.
Contact the manufacturer with the vehicle identification number, registration and a clear explanation of the issue. Ask what evidence it can provide for that exact vehicle and whether there is a fee. Do not order a generic certificate from an unfamiliar website without checking it meets TfL's requirements.
- Match the VIN across the vehicle, V5C and manufacturer evidence.
- Check the fuel type and any relevant emissions information.
- Keep the original advert and sale invoice.
- Include plate-transfer documents if the registration recently changed.
- Retain copies of everything submitted and the acknowledgement.
A V5C records the keeper and vehicle details. It is not a general guarantee that every charge database will show the correct result immediately.
Submit the vehicle evidence to TfL
Use TfL's service for registering a vehicle to drive in London when you believe it should meet the standards. It requires a London Road User Charging account and lets you upload supporting documents. Follow the reason and evidence options that match your case.
Explain the mismatch briefly: what the checker says, what the manufacturer evidence establishes and which registration or data change may be relevant. A clear application is easier to assess than a collection of screenshots with no explanation.
After submitting, record the reference number and check any response requests. Do not assume silence means approval. Once a decision arrives, save it and check the live vehicle result again.
Handle travel and PCNs separately while you wait
If the checker currently says a charge applies, do not assume your pending application protects you from enforcement. Ask TfL how to handle travel and payment while your evidence is being reviewed. Avoiding the zone until the position is confirmed may be the simplest practical option.
If you need to travel, keep a record of journey dates and payments, and ask about the process for reviewing charges if the status is corrected. A refund should not be treated as guaranteed merely because you have submitted a request.
Confirm the current charge-payment deadline directly with TfL. Do not wait for the registration team to resolve a separate enquiry.
A penalty has already arrived
Read the PCN and use its representations process within the stated period. Include the relevant emissions evidence, correction reference and dated checker result. A general customer-service complaint may not count as a formal challenge to that notice.
Track each notice separately if there are several. Ask TfL to explain how its decision affects the specific dates and charges. Do not assume one cancelled PCN automatically cancels every other one.
If the evidence shows the seller’s claim was wrong
Write to the seller if ULEZ compliance was an important advertised feature and the evidence shows the car does not meet it. Explain what was stated, why it mattered and what outcome you are seeking. Buying from a trader and buying privately involve different consumer rights.
For a financed purchase, tell the finance provider about a material dispute too. Preserve the advert before it disappears, along with the checker result, order and manufacturer evidence.
