Do not enter a yellow box junction unless there is room for your whole vehicle to leave it. A green traffic light does not give you permission to join a queue inside the box. There is a limited exception for turning right when oncoming traffic, or other vehicles waiting to turn right, is the only thing stopping you.

The awkward moment usually comes when the queue appears to be moving and then stops. Looking at the car immediately ahead is not enough. Look beyond the yellow markings and judge whether a space is already available for you.

Entering the junction

The criss-cross markings keep a junction clear so that traffic crossing your path can move. The basic rule applies even when there are no traffic lights. At a signalled roundabout, you must be able to cross the box completely without stopping before entering it.

For the usual camera-enforced contravention, the question is whether you caused the vehicle to enter the box and then had to stop within it because of stationary vehicles. That is more specific than simply appearing in a photograph of a yellow box. A still image may not show why you stopped or what was happening as you entered.

Do not treat that distinction as a driving tactic. The dependable approach is to wait outside until there is clear space beyond the box, with a margin for the length of your car. A trailer needs room as well.

The limited right-turn exception

You may enter and wait to turn right if your route out is clear and you are prevented from turning only by oncoming traffic or vehicles also waiting to turn right. Once there is a safe gap, complete the turn.

The exception does not mean every right turn allows you to queue in the box. If the road you want to enter is itself blocked by stationary traffic, wait before entering. You should also avoid following another turning vehicle so closely that you cannot see whether your own exit is clear.

Two everyday situations illustrate the difference:

  • Clear side road, approaching traffic: you are turning right and waiting for a safe gap in vehicles coming towards you. This is the situation the exception addresses.
  • Full side road: the approaching traffic has cleared, but there is nowhere to put your car beyond the box. Indicating right does not solve that problem.

Green lights and moving queues

A green light lets you proceed only when it is safe and the junction rules allow it. If your exit is full, stay behind the appropriate stop line or outside the box. Ignore pressure from a horn behind you; another driver's impatience does not create space.

A rolling queue can be deceptive. Wait until the vehicle ahead has moved far enough to reveal a usable gap. Leave extra time when a bus or van blocks your view. Do not assume that a neighbouring lane will remain available after you have entered.

If an unexpected event stops you, keep the car under control. Do not mount the pavement, reverse into traffic or make an unsafe lane change to escape the markings. Record what happened afterwards if you may need to explain it.

If a yellow-box PCN arrives

The amount depends on the authority and location. For example, TfL's published penalty for these road contraventions is £160, with a reduced payment available within the period shown on the notice. Do not assume every council uses the same amount or timetable.

A civil Penalty Charge Notice is different from a parking company’s contractual charge and from a police prosecution. Identify the issuer and follow the moving-traffic procedure on your notice.

Missing a deadline can increase the amount and narrow your options. Write down the payment and representation dates as soon as the letter arrives, even if you intend to dispute it.

Review the whole video

Use the issuing authority's official service to view the video where it is available. Watch from before your car enters until it leaves. Look for the exact reason it stopped, the position of its rear, the intended exit and any sudden obstruction.

  1. Check the registration, date, time and location against your journey.
  2. Save the notice and the available images or video.
  3. Write a short factual sequence rather than relying on a general claim that the junction was busy.
  4. Explain a relevant exception or unexpected event and attach supporting evidence.
  5. Submit through the stated route and keep the acknowledgement.

Do not assume that asking for footage freezes every deadline or guarantees the discount will be offered again. Read the authority’s wording. If representations are rejected, the notice should explain the next appeal stage and its deadline.
